You have some good thoughts here Emily. 22 thousand people are quite a lot. It is probably the size of town somewhere in NZ. Also when I think about the phone add that shows a town learning sign language to help a deaf man feel included and how shocked he was to have 'normal' interactions with people that he normal wouldn't have. That is pretty powerful eh?!
